His toxic immunity gets removed next patch so yeh he will be balanced. i on and off main him since season 5 his cc immunity is broken now that he will only have a cleance he will be perfectly fine and wont be abused as a tank that can ignore cc and maintain dps lmfao. his lethality build is insane aswell i dont think he will be hurt that bad.
Winrates have little to do with balance, otherwise lesser played champions like Galio and Skarner would always get nerfed.
