I know it's a bit early to ask for Jhin buffs but could we decrease his load time to 1.5-2 seconds?

So by 18 he should have a 1.75 reload (anything 1.5 below sounds a bit too op for the dmg of his shots)
Blue buff should lower his reload if it doesn't scale with level, but then that would force jhins to play mid
