Is there a weird hidden algorithm in Matchmaking to punish players for bad behaviour?

I ask myself if there is a hidden algorithm who mix you with bad players to punish you for bad behavior. I tell you why i think about that. I am Voli otp Plat 2 on Main-Acc. At the moment i am climbing on my Smurf Account mid Gold. I had 60%+ winrate. I even skip devisions. Then i got 10 games chat restriction.

Yes i know i shouldnt write in chat, i admit thats my bad, but its so frustrating to get flamed and blamed from super bad laners who are constantly pushing without wards and then blame you if they lose their lane. I know you read this now and think "uhh what a d*ck he is constantly whine in chat" but you only see what i wrote. You cant see how they start flaming me for no reason. Mostly i try to be calm but in both games one laner hardcore flames me. Mostly the players who feed and troll the most. For example that Jax in Game 1 was 2:11 (32% killparticipation) and me 1:3:20 (68% killparticipation). And after the 3rd game you lost because of someone like that you get so frustrated that you start to flame back in 4th match. I will try to ignore chat at all now.
So, to my startquestion: As soon i got restricted THIS happens:

I lost 9(!!) games in a row! And no matter how hard i try i got mixed with super hardcore trolls who just run down their lane. Just one example. My last Match:

And this happened to me on my mainaccount to. Rarely but it happens. I had normal winrate some wins some loses. But then, OUT OF NOTHING i only got super bad players and i lost 10 games in a row. And its not that i tilt or something. You can almost FEEL how they system mix you with trolls. No matter how hard you try you CANT win these games!! And then after that lose streak all is normal again and i climb 3 devisions in a row.... this CANT be coincidence!
That brought me to this question if there is an algorithm that gives you a hard time as punishment for flaming? Or is it just a conspiracy theory?
