What if Yasuo could only Proc his Tornado on Champions?

Before you insta-downvote, I am asking this question to Yasuo Mains because I am curious how this would effect him.

The idea would be something like:

#Steel Tempest

ACTIVE: Yasuo thrusts his sword forward, dealing physical damage to all enemies in a line. Steel Tempest can critically strike and will apply on-hit effects to the first enemy hit.

PHYSICAL DAMAGE: 20 / 40 / 60 / 80 / 100 (+ 100% AD) Hitting an enemy champion grants Gathering Storm for 10 seconds. At 2 stacks, Yasuo's next Steel Tempest is empowered and will consume all stacks.

Empowered Steel Tempest EMPOWERED: Steel Tempest unleashes a whirlwind that travels an extended distance, dealing the same damage and Airborne icon knocking airborne all enemies hit.

I understand this is a nerf, but how would this negatively impact him specifically? Keep in mind when answering that Yasuo would be able to get compensation buffs if it makes him too weak in trading. I am seriously curious as to how this impacts laning phase, teamfighting, and whatnot because I don't play yasuo.

Edit: just for a bit of context, I am trying make a rework concept for Yasuo by keeping his core strengths and playstyle but removing some of the hard to balance areas of his kit.

It would certainly keep him more in line with his skirmishing duelist nature, rather than a coward who sits back on the minion wave to get a free poke-nade ready.

That is what I was thinking when I thought of the idea like "why does Yasuo get to stand so far away from me yet still remain an incredible threat as a melee champion?" So I figured what if he actually had to come in to trade with me in order to gain that ultra-threat status.

And he should also not get free out-of-turret-range spacing when he ults a target under tower. That kind of bullshit safety is what Riot talks about there being no counterplay to.

Yes this is a weird addition to his kit, I can't really figure out why it was implemented in the first place. I mean if Yasuo is dumb enough to ult me under turret, he should be punished right?

It would make him unplayable. Charging up a tornado while kiting enemies is Yasuo's bread and butter. It would also make it impossible to ult to start all ins, making his already weak dueling even weaker. It would also make it largely impossible to lane against ranged champs since you'll never realistically charge your tornado.
