First clue that's its a fake, They give you 25 bucks for just signing up for the tourney. Yeah, I wish it worked like that.
Second, Why would they NOT have your summoner name already? They would have said it in the email if they themselves had sent it.
Finally, They did not mention any sort of level cap on the account. If this were an actual tourney, Riot would have informed you of what minimum level the account needed to be to enter, or if there was no cap it would say so.
