Suggestion for Jax's Counterstrike

Currently, Jax's counterstrike has a 1-2 second period that is not affected by CDR in any way. For example, a level 18 Jax with 40% CDR has a 4.8 second cooldown on E, but the cooldown begins after he uses E.

This basically means that he doesn't get as much benefit from CDR as other champions. If you look at other champions with similar cases, all of their cooldowns begin at the beginning of the spell, not the end.

Some examples: Lee Sin's Q cooldown begins when he throws Q, not when he jumps to you Riven's Q cooldown begins when she casts the first Q, not after all 3 Q's

Since simply making Jax's E begin at the beginning of the channel would be a massive buff to him, I suggest increasing the cooldown on E by 1 seconds at all ranks. What this does:

Current Jax E with no CDR: 16/14/12/10/8 + 1-2 depending on when E is ended Suggested Jax E with no CDR: 17/15/13/11/9

Current Jax E with 20% CDR: 12.8/11.2/9.6/8/6.4 + 1-2 depending on when E is ended Suggested Jax E with 20% CDR: 13.6/12/10.4/8.8/7.2

Current Jax E with 40% CDR: 9.6/8.4/7.2/6/4.8 + 1-2 depending on when E is ended Suggested Jax E with 40% CDR: 10.2/9/7.8/6.6/5.4

If the 1 second added to the CD is not enough, Riot can decide what a fair CD would be depending on how weak or strong they decide Jax is currently.

**Tl;dr **The reason for this change is to make CDR impact Jax's counterstrike in a meaningful way that is intuitive to people

I honestly have no idea why his E cooldown starts after the stun is popped whereas an ability such as Riven's Q has its cooldown at the start of the first cast

It's a fair change tbh
