Honestly before tomorrow patch come up, did Riot balance team think about this 
abusing the hell out of this

i know some of them won't benefits much from it but still most of them will be godly with it, with good amount of attack speed can just permanent knock you up while can spam his q and god he will spam his counter all day after his ult, etc.

I can honestly see this item being nerfed rather quickly after they see how it works inside of the game, and we won't see it in Worlds/LCS (whatever the pros are on right now) for a while.
Also know that I'm a pretty casual player so mileage may vary.

I honestly think the same, like i don't know master yi, jax, xin, udyr and such champions already are pain and overpowered from early to late game yet they give them item that could make their skills spammable while their skills one of them is you can't touch me master yi q while jax e screw your AA and your aoe damage.

Ymm ? it give 30% attack speed once get active plus 20% of your basic spells CD on each hit, that is a good second item on any AA champion.

and none of them struggle to 1v1 or 1v2 anyway. so they build their third and fourth items to be more useful to the team.

It will be powerful, but it's not a first item buy anymore like it is now. Auto attacks are so slow early on. And obviously this item isn't useful until after level 6. Yi will be able to abuse it more than jax for sure. Yi is strictly an AA champ. Jax doesn't have the double proc passive like Yi and Jax's main power comes from his W+ult passive.
I would say this will be a 3rd item buy on most champs, and really only useful if the champ has ult up. So for Jax and Yi, thats a static 80 and 85 seconds respectively. As long as your team pings when ults are down, this should be easy to work around. I don't think its going to be as bad as people think. Yeah, on PBE it's pretty gnarly, but that's because people are going in with duo's and getting fed with it early and running around like ANY fed champ.
Hell, I think I'd still be more scared of a Camille with Trinity and Ravenous than a jungle Jax with bloodrazor and a rushed essence.
