Yup thats pretty much how that goes down. Best thing for an illaoi is someone who can displace the bitch out of her safe zone (her ult). lee sin ult or janna ult. Then you have to lock her down before she can move 3 steps back into it.

I've actually played several games as Illaoi where over the course of 40 minutes I can actually see the enemy team coming to the realization that throwing more people on top of me is not the solution.

Movespeed counters her. All of her dammge is slow skillshots. Run at the bitch and when she ults run away. then while she tries to waddle to safety run her down like a animal.
