Can you give Frozen Mallet an additional 5 AD for it's same price?

I play a lot of and although gives me some useful stats (HP and AD) and an awesome perma-slow passive that fills in the gap of lacking CC Shen has. I always fall off against high sustain champs that scale with AD :( (who was a skill matchup before his fury changes, now he is a counter :/) and others..

They dont't even have to be a powerhouse.... Once they have the sustain and scale with AD, they are guaranteed to outrade me because though Shen's regeneration is good is is small overtime regen and Shen has good small burst but not great sustained damage outside his base AD.

I was hoping giving FM a minor +5 AD (and remaining the total cost of the item) would do good for many Tanky sustain damage bruisers.
