Hecarim has been god tier in the jungle for so long

I have asked time and time again "how do i counter him" "wheres his counterplay" etc, Most of the answers being exhaust him etc. You shouldnt rely on one summ to diminish his power, especially when one summ can boost it so much . I am getting really sick of these types of champions who are "fine" and "balanced" yet hits champions like and into guts ville via patch or update or just straight up nerfs. Like seriously, it alarms me how riot can shove certain champions into extinction
