So i'm looking at this thing and all i can think about is just how weak it is. The rune basically gives you +10ms and 350 gold at the ten minute mark. There seem to be no long term uses, and often you are going to want boots way before then. Who is this suppose to be for? The character that expects to be bullied out of CS? The character who expects to get like 4 kills super early?

And yes, 10ms is pretty solid, and you forgot to mention that boot upgrade is cheaper when you have magical boots.

free boots (300 gold) + 50 gold off the upgrade (350 total). I get that it's useful on supports, but it feels like future's market is better. lose approximately 100-200 gold over the course of the game, in exchange for being able to buy items 2-3 mins sooner.

Yeah, future's market can be good, too, but you lose gold for it. I think, power-wise, they are probably pretty close to even (which was the whole idea), but I much prefer +10ms over having to pay extra for early items. It's a preference thing; League needed more of that and so I'm happy that some people like one over the other. That's a sign that it's working, imo.

It's only bad if you can't get them by 6-7 min mark vs a high damage enemy. Immobile champs need shoes before that 7min mark or else they could potentially be destroyed for 3-4minutes until they finally get it. Basically if it's the 7min mark and you still don't have them play safe until you do.
