No reason for him to hit you from across lane all the time, with NO penalty. His passive literally gives him mana so he can spam damn near global abilities Seriously what the fuck is the balance team doing besides dicking around on "holiday"

His passive makes it so he has to interact every so often or he does have a mana problem. If he's always out of range of you, it means you are ignoring opportunities to go on him when he does use his passive.

Play someone with sustain or that can dodge skill shots and has burst, ie Fizz.
