Starting Healing packs on bard seems like it'll be a bit overwhelming

From what i've noticed in the game a lot of junglers tend to back after the first buff due to the new jungle hurting so much. Now, i've never really knew if this was inteded or not but I realized something with bard coming out. If you start with the heal pack and set them down before the camps start it gives your jungler the hp to sustain the jungle meaning instead of having to back they can rush to buffs easier and since sustain is a big requirement for jungling more than ever won't it cause junglers who didn't really have it to spike up with bard on their team?

If the health packs last a really long time, sure.

Meanwhile, if they don't have a long duration, it'll be about the same as if Soraka passed the jungler between camps, except not requiring direct presence.

They last until they're picked up or more than 3 are made

Cool. How much do they cost? What's the cooldown? Can he afford to use them on the jungler instead of his laning partner? Can he afford to take medpacs instead of his stun in the lane phase?

With the chimes around for him to collect exp getting(which begin to spawn before minions even do) he could take health pack at level 1 then go set them throughout the jungle(while also picking up chimes) and then go b to heal up on mana(which he doesn't really need to do because again..chimes) and things will be fine.

I'm just speculating though. I could be wrong on this. I just feel like it'll give those without sustain..more sustain which I was lead to believe was a huge weakness in certain junglers. I could've been misguided though

A support who can afford to support jungles in the early game?

Sounds like an intriguing concept to me, rather than a bad or broken design. It's probably partly my jungler bias saying that, but it's interesting to see a support who can do more than leash, then walk to bot lane for the next 15 minutes, give or take.

It's no different from getting healed by healers like Nami/Soraka/Sona or getting a Janna shield at the start.

I dont see it as a problem, the only one who will be effected by this are the ones who have trouble clearing, isnt that a good thing?

A few things to note on the Health Shrines:

  • They last forever but you can only place 3 at a time.
  • They cost 100 mana at level 1 so its not like you can afford to put 3 down for your jungler if you are laning.
  • They have a long cooldown too.
  • They dont heal as much as you think at level 1.
