It's a shift in power. Love how you didn't mention that his his new "passive" is replacing his old ult passive and that only works while his ult isn't on CD. Also those changes are experimental changes.

Personally, as long as the autos happen every about 3 seconds same as the old passive triggered..... it is fine. Little earlier damage, but less likely to randomly Zap a minion away from thr ADC.... it is more targetted, therefore controlable. If it is down when his ulti is down.... then it is not much of a problem.
It could be suggested that the ulti is on a little longer cooldown as well to counteract the more usability of it. But otherwise it does not look like a bad change at all.
It means he can get near a minion wave without randomly stealing CS, agroing it, wasting his passive, ect. QoL stuff.
