Glass Canon items for mages?

Lately, I feel that mages are no longer building glass canon like before. Personally, I've always enjoyed those builds and felt they were fun because of the high risk high reward aspect. So I was thinking if an item like this would be appealing to glass canon builds without breaking the game.

Item name: Glass canon

Cost: 3800 gold stats: 100ap unique passive: champ does gain 25 percent more damage. Every X amount of bonus health/armor/mr reduces that damage.

That way, you are forced to be glass canon for extra damage. So buying something like or would reduce that extra damage to 0.

So you can do a lot of damage, but you have no defenses.

Would this be op? Would it be appealing?
