Could the upcoming AD caster item

Could it have reduced cast times and shortened animations (for autos and abilities) as a part of it? AD casters really benefitt from chaining abilities and autos, and reducing cast animations+cast times seems like it would be the best way to go to make an item that AD casters want and adcs/bruisers don't really want.

I would totally want to buy an item that has this and some of the following:

Lots of bonus AD Spell vamp/physical vamp Armorpen CDR movement speed.

We could even make it an item that increases the cdr cap by another 10% or something.

Oh, maybe the item could amp abilities after landing an auto attack?

Or what if the item just transformed a portion of all physical damage you deal into true damage?

I wouldn't mind a stasis item or a stealth item.
