yes, if the new item slows his jungling down compared to the old one, its going to be a problem for him. im not even playing fiddle, but i can understand how the new jungle item would be less useful for him than the old one.
he doesnt really have short enough cooldowns on his spells to make proper use of the sheen passive. the item is made more for ap junglers like eve, nidalee, elise. even karthus makes better use of it than fiddle. basically anyone who can spam at least 1 certain ability to proc the sheen passive off cooldown.
he pays the same amount of gold for an item that does a lot less for him. not just on his ult, but also his drain and his e. seemingly small changes like this can easily turn a champion from a good jungler to a terrible jungler and vice versa.
the real question is, why remove the old item for the new one, when they appeal to entirely different champions and cant be stacked anyways?

and some junglers sacrifice clears for high teamfight potential anyway. ever heard of nautilus jungle? or malphite jungle?
you don't like the item? don't buy it. just keep tier two item until you can replace it with a better item later on.

i still see no point in removing one for the other, wen they are 2 pretty distinct items, even though they both scale with ap.
