that's very disingenuous. Volibear does not run ghost and he will only pick one of those items; in addition to that, given that he has low target access, he's still very easy to body block with proper team play. most cases where volibear is "hard to kite/peel" are situations like a marksmen being alone, which is already a mistake deserving of punishment
Volibear's healing is very mediocre scaling into late. 30% max HP when he's below 30% puts him already at risk of being bursted, with a 2 minute cooldown. Urgot's shield by comparison is up several times a minute and scales close to 700 on end game builds - higher if he activates Stoneplate before pressing W. In addition to that Urgot's shield can't be counter-built like Voli's healing; the only champions who can reduce shielding are Irelia and Aatrox.
By comparison to his healing, other juggernauts who have missing HP healing will out-sustain Volibear. Darius's heal in its best case scenario is 36% missing HP and on a 3 second cooldown. Illaoi's healing is continuous for as long as her tentacles are hitting champions. I understand that this is because they have much more condition and active play involved, but given that Volibear is underperforming a CD buff would hardly be out of line.
