Fizz brings interactive gameplay

Here at riot we designed fizz, a fish champion who unlike nami, can 100-0 you in seconds. See, we decided to update this fish as with all assassins we wanted to give assassin champions bigger time frames. Like we slowed down katarina and leblanc, but fizz?
