There's no winning against Quinn. You'll get pinned to your turret because of her range, blinds, and ADC pushing. Even if you manage to catch her off guard somehow, get a kill, and put her on the defensive she'll just press R and fly away from lane to harass everyone else all over the map and there's jack shit you can do about it.
I don't know whether she's OP or not, but all I know is I'll continue to ban her because I'd rather chew rocks than lane against her.

If they don't have tenacity. But champs that have max tenacity through mastery, boots and the elixer it becomes more of an annoyance than a "crap I got stuned!"
But usually adcs don't have any so when they do get stuned its over for them, assuming your team can dive on her.
