[QoL change for Talon] - Make His Blades hitsound play even if he cant see his target.

Before the Rework, Talon's Blades hit-sound would play even if he had no vision of the person he was hitting. If someone was in a bush for example, his W would play the raking sound it does when you hit someone. Now tho, the sound doesn't play unless he specifically has vision of the thing he is hitting.

This isn't even a thing that was unique to talon. Many champs have this. Its just oddly omitted from Talon now.

This applies for everything including champions, minions and monsters.

It's really frustrating , especially when this wasn't the case pre-rework, as it leaves him out of the loop of whether he even hit something in alot of situations.
