I think he means the remnants of a ward when it dies. If that's true, it is definitely a bug.

Edit: I tested this out on the PBE and couldn't replicate it at all. I tried: Placing it on an ally ward. Placing it on an enemy ward. Having an enemy ward placed on it. Having an ally ward placed on it. Sweeping an enemy ward on it. Placing it on the remnants of a ward. Enemy zed shadow on it.
