Gangplank should have a W passive called Scurvy since the active is called Remove Scurvy
That way there is an actual tradeoff to using the heal

Also, he already has Scurvy in his buff-bar and losses it for some time(i guess his W cd) after useing W, it just hasn't any gameplay-impact.
