A thought on how to balance the current meta

So, currently, I feel like the game suffers from a few problems. Mostly, "protect the ADC" comps have gotten too powerful, and we can't buff Assassins who are supposed to be ADC counters because they are already decently strong and are super irritating when they get even a bit overtuned. Protect the ADC comps can either be too strong due to tanks being too strong, thus making ADCs harder to get to due to peel as well as increasing the importance of a full DPS character when you have a maokai top and Sejuani Jungle, or having ADCs be too strong, especially against non-tanks. Tanks have been strong for a long time, and I think that introducing more tank busting ADC items could fix this and also fix the lack of itemization diversity amongst adcs, as well as the stupid burst damage that ADCs can do currently if the new itemization was compensated for by nerfs to ADC burst damage.

ADC items would get nerfs to AD and crit (stats that help them kill squishies faster), but would have a new stat - "ferocity", the ADC counterpart to lethality. Currently, tank busting items are based off of % health or armor, so they are only really good as later buys when the tanks get more tanky. But maybe ferocity could be a %armor penetration, for auto attacks only, scaling with level. This would make it viable both early and late game, but less good against squishies.

Better idea- don't put the Ferocity stat on armor, make it level based, so that ADCs are no longer the go-to duo lane carry.

Delete crit and lifesteal too.
