What if his passive movespeed slow was gutted to 10% at all ranks along with his movespeed buff being 10% but he gains 2.5% more movespeed for every 10 ap he has. So when he has at least 200 ap he would have 60% movespeed from his passive, but once he hits 280 AP he will match his old movespeed bonus of 80% at late game.
