Vlad, Brand and Viktor have always bought the item though... even before the changes it got this season... so no idea why you are complaining about it now

The problem isn't Rylais being too strong

It's Ludens being too weak.

It doesnt give any special damage, and late game it isnt too good either. 69% cost efficiency without passive. Rylais is at 105% and i'd say its passive is way better

... VERY few champs can perma-slow with it, and yes permaslow is broken, no one denies that... the item is balanced around a 1.5 second slow.. not a get hit by 1 spell and be slowed until you die... for most for MOST champs the item is fine.. and for those who it ISN'T fine because they CAN permaslow with it.. all it needs is a cooldown between when the slow can be applied again after it hits. (like 3 seconds or so)

but saying the item is broken on all, hell even MOST AP champs,, is just a flat out lie... it's not.
