He's just so insanely unfun to lane / play against. His existence is just a compilation of everything players hate dealing with. This champion right here needs a rework more than Galio / Urgot / etc do. I don't see people banning Galio because he's unfun to play against.

So there seem to be many people unable to handle a supposedly high skillfloor champion, that is being played by often unskilled players (no offense, I'm G1, I'm not too good as well).

Master + is like a very very small handful of players. They are .08% of the player base. He has a very significant ban rate in all other divisions.

Some facts for you:
Yasuo ban rate: Bronze - Challenger: 59.6% Silver - Challenger: 56.3% Gold - Challenger: 47.4% Platinum - Challenger: 36.4% Diamond - Challenger: 21.2%
So his ban rate is way above the average ban rate at least in Bronze to Diamond.
And the game is not just for pro players. His crazy ban rates in lower elos matter. The OP is right about his overall ban rate.

decent point, doesn't change the fact he's not hard to lane against if you have a brain. Don't stand at and angle that allows him to dash straight to you. His Q is easily dodgable, his E can be anticipated, his knockup is only available with a huge indicator, his W has a 20sec cd.
I can agree his Ult should only be able to be used on his own knockups, that's make it more reliant on him going in than a Malphite ulting somebody and him pressing R
