Id say vel'koz, azir, jinx, and sivir are all there for non ult waveclear. Lux is easily the best if you count ults.

He can instantly clear waves with Q and W from the longest range of any of those and they get down to incredibly short cds.

Out of all of them (ignoring lux) Vel koz is the only one who clears the wave as fast as the other 3 all need to auto attack multiple times.

The actual best in terms of earliest is Vel. Vel can clear entire wave no matter what AP at level 5. after that, safest probs would be Vik? or Anivia?

to me, prior to lv. 6, i personally think Swain has best waveclear. his R alone can clear an entire wave in litterally 2-3 seconds flat easy....on top of healing you as well, and restoring your mana. i'm horrible with CSing and i can usually get 260 CS in 25 minutes with him
