i think there are fair designed champions in pretty much every class.

Lux is a really well designed mage.

Ezreal is a decently well designed marksman (except for his q proccing on hit effects which allows him to abuse the shit out of certain items. if he couldnt do that hed be fine)

Ornn is conceptually a well designed tank. its just that his abilities scalings are weird and out of whack. he made more sense with a shield in his kit than a 70% max health damage combo.

Leona is also a very well designed tank

but juggernauts as carries are a pretty fair designed concept and dont really have outliers that are conceptually broken as some champions from other classes.

Leblanc kit is conceptually broken

Vayne is conceptually broken

Lulu is conceptually broken

Tryndamere is conceptually broken

the weird thing is that none of these champions are really on riots radar when it comes to the neccessity of kit reworks. except leblanc who had been reworked and her rework then reverted, which was a mistake imo. her reworked state was shit, but still slightly less shit than her current pre-rework design.

At first I thought you were going to say they were the best as in the most broken and op lol, but now I see you mean the best as in the most balanced and fair class with the most intuitive counterplay. I actually think I can agree with that statement

I agree that juggernauts are "best" in terms of having a perfect balance of strengths vs weaknesses. Unfortunately, Riot rarely takes them into consideration when balancing. If people say juggs are weak, they'll buff like 1-2 of them (often the ones that are struggling the least) and then call it a day. When it comes to nerfs, they get completely gutted (with no compensation) and their itemization leaves much to be desired.
