Who plays Kayle though? Her pick rate is incredibly low.

Doesn't matter. The games she does get picked in are a miserable experience because of her.

That can be said for the other 139 champions when they get picked.

Kayle is fine. She's probably getting reworked near Preseason 9 and right now needs no changes unless the new iteration of Guinsoo's makes her both popular and perform too well.

They're gonna keep pretending Kayle doesn't exist as long as she remains unpopular. That's how Riot does things.

Most of the older champions are extremely annoying to play against and are a jarring experience when compared to modern champions. Take Morgana for instance. Her kit is a level of broken on par with Yasuo. If she lands her skill shot you get rooted for an obscene amount of time. Her spellshield makes you COMPLETELY IMMUNE to CC until it breaks. Annie is "balanced" around oneshotting people after using a point-and-click stun. Imagine if either were introduced today. People are just used to what they can do so they don't complain.

The good news is that Riot is slowly reworking them.
