Marksmen Carries shouldn't be able to hold their own at top or mid

So whats the point of them being ADC's if they can also go head to head with tanks and fighters in other lanes at very early levels? Likes graves for example. What? They get to be strong early AND late? Sounds stupid, and is a further example of how Riot changes homogenize champions so their roles are less distinct.

Yeah but you can't always counter pick and its usually likely that if you see graves top picked first or second, hes going bot...so you aren't going to pick Pantheon on the chance that Graves is top, especially if Panth isn't one of you mains. So the problem is still here.

Yeah 3 ADCs can do it, it doesn't mean the whole roster is guilty of it.

This basically, only a hand full of ADC's actually have that ability. And if that is really as problematic as it sounds to be, then you should consider banning them.

Graves, really doesn't have the range to be an ADC anymore. At least not in the same sense as the Duo lane. Graves usually gravitates either top, or Jungle.

There are literally 4 ADC's who go anywhere but bot lane. Graves, Kindred, Corki, and Quin. And out of those 4, Corki is the only significant flex pick. Kindred is basically stat bound to the Jungle, Quin was basically played as a top laner even before the changes. And then Graves had basically been reworked into a mid range bruiser, rather than a sustained carry.

And despite this supposed ADC meta, people still find reason to complain about Juggernauts. (often confusing them with true tanks.)

It's the mobile ADC meta if anything. Plenty of immobile adcs literally don't get played because they are too much of a liability. Any ADC dies when focused but at least the aforementioned ones have some self escape where they have a smaller chance to survive. I don't actually think this is an ADC meta, I think those ADCs are just popular because they are the only ones that can still survive in a bruiser/assassin dominated meta.
