Maybe not.

Remember when mana regen, as a stat, was reworked? Riot now has a lot more reason to start messing the hell around with it for the early game.

Oh, definitely not. Otherwise there'd be no point in energy champions.

It just may be the case that the mana users that just got by with mana potions may become self sufficient without them.

You mean Zed Riven Yasuo Akali Katarina , the champs that are op because they're manaless, and now every champ is going to be manaless because there will be no more item 2004 . I mean, someone has the damage to kill a CDR building Vladimir . But now no one will have the mana to be able to kill CDR building Vladimir s anymore.
