Do you remember the Typhoon Claws?
This black market item had a passive similar to devour where every forth attack was modified to 3 quick attacks instead.
I know this would be op with rageblade so to balance it, both items can have the same unique passive.

Paroe1 votesi think reworking the item into a jungle item and removing the %HP damage would be a better place for typhoon claws. every 4th basic attack becomes 3 (2 additional hits).
