This makes a lot of sense that something be done to help a team that has someone dc. Many times it is not the person that dc'd that is the problem, so penalizing people for Riot connection troubles is not the answer (I don't know how many times I've been dc'd and still had excellent network connectivity to the internet on my end ... 35 Mbps connectivity both ways). I've had the client lock up, and had to restart LoL and sometimes gotten back before the end. I've had what were obviously DDOS attacks (my firewall recorded them) start when my team was winning ... that is the most frustrating, knowing the probability is that someone on the opposing team has figured a way to discover your ip address and attack it. Making it so that DC'd summoners weren't as big a problem would at least help.
I'm very persistent in trying to reconnect, but being gone for 10 minutes while restarting because of a client lock-up is really frustrating. Many times this has happened with a pre-made party, and my teammates know that I was trying to reconnect as we had been in constant voice contact during the time I was out. Yet I often play solo, and I can't help but think my teammates would be super upset and think I was just being a jerk. I do not like that one bit, especially because I do everything I can to make sure it doesn't happen.
I'd say dividing the defensive and attack power of the dc'd champ among the remaining champs would probably help a lot.
