with jg champions that need lvl 6 to bank well like etc speeding up when they can gank and since her passive does require her to max a skill for it to work

syndra no since he would have to walk all the way mid just to use it on them when they could just give it to their ADC and win the lane with a suprise level 2/3 or even the lane out by leveling an adc who fell behind in XP. As for the junglers WW COULD benefit from it but that would only be if he is about to hit 6 since he can only use the EXP if it will finish a level and ww is already in a spot to get a gank off and you both have the time to stand still for it without losing the chance to gank by them spotting it. Diana actually doesn't need 6 to gank at all i have killed,died,and seen people die to a level 3 diana gank just because of the damage should you not be completely stupid and pick someone like Brand who has conditional cc that can be blocked or nulified all together,or you chose someone like akali who has no CC whats so ever.

yeah but she doesn't need it to gank and there would never be a time when zilean should give a diana the level boost over his ADC and while he could go mid lane and give it to diana two HUGE problems with that are 1. the change is buffing support zilean not solo zilean they obviously want him to be with someone so he can go for a suprise out level and 2. why would you not just go diana mid over zilean and let the jungler choose a champion who isn't garbage in the role? a good jungler should be giving kills to the lanes when ever possible to help them snowball unless they are a VERY strong jungler and can make use of having the kill by using it to get kills in other lanes diana doesn't give kills away because she doesn't have the cc and needs them just as bad, and diana cannot make use of the kills until level 6 which is when 90% of diana's think is the ONLY time she can gank and by that point laning phase is basically over. Picking diana jungle more often then not loses a lot of lanes due to you're target being 10x more use then you for their side and by the time most dianas think she is useful is to late to be useful.
