Most passives are negligable, and strong at best.

ali passive? unnoticable Mf passive? okay Jarvan passive? useful. Fizz passive? unnoticable Lucian passive? THIRTY TO SIXTY PERCENT EXTRA AD ON AN ADC WTF?

That is such a HUGE powerboost to have pretty much every auto in an exchange to do 30 to 60 percent extra damage, how is any adc in the game supposed to compete with that?

Oh and it applies double on hit effects AND it can crit? WHY?

Thats what the fuck ive been saying. Is passive applying 2 stacks of cleaver and the fact that He can E-Double auto-Q-Double auto in less than half a second

Thats an exaggeration, the Q takes up .35 of that half a second. But I get the point.

Lucian's strength is not his hp value. But if they nerfed his base hp by 100, he would become weaker.

I think the problem is his easy mode mobility and that it doesn't cost mama after rank 5
