Then, rageblade is going to go through "significant changes" most likely nerfs. Then Kayle is going to go back into the gutter because she could abuse a broken item.

When will Riots balance team figure out that the item not the champion is broken.

Agreed 100%. This along with the upcoming Ekko nerfs which will more or less force people to play his assassin build. item 3025 and item 3068 are a broken combo in general but they aren't going to address.
