Jax's Q can also be targetted on allies or wards, giving him an escape option, and also brings him on top of his target, allowing him to get an auto attack immediately afterwards. You can argue that either Q is better, but you can't argue that one is strictly better.
Same thing with the E. You completely didn't talk about their CC applications. Jax's stun is strictly better than Fizz's slow, if Fizz even uses the slow at all.
Their passives also can't be compared because they do different things.
