I feel like riot doesn't really implement "bad spots" anymore, they cover up every weakness in a kit for almost everybody new.

And I really hate that mentality. Champions need downtimes, bad spots, and openings but they seem so very few and miniscule, (IE muh Zoe .5 CD delay nerf)

Same thing's starting to happen to Sejuani. She's already struggling in Soloqueue yet on the PBE her E has its duration dropped by ~33%.
