Can we please remove or rework Runaans Hurricane?

There's seriously like 2 and 1/2 people who use it. Both are considered cancer by the community, both were considered fairly weak until people started building it on them. (Seriously, remember Kalista on release? People were giving her static shiv and I.E. and were saying she needed buffs)

Now I'm seeing unprecedented Kayle nerfs.

When the Koreans started building Runaans on Kayle, they nerfed her so not even Runaans could pick her back up. She finally received the buffs she deserved and once again, thanks to devourer, people have been able to build Runaans on her and what do you know, she's toxic again.

How about we nerf the source. Or make it so Runaans doesn't proc on hit effects. Or rework Kayle's passive so it doesn't shred MR and Armor and does something else instead.
