On devourer, why phantom-hit over a multiplicative AS boost and change to max AS (like PBE koggles)
Seems to me it just makes it synergies too well with certain champs (those with on-hits and/or CD reduction) at the expense of everyone else.

TehNACHO1 votesBecause not every Devourer user can reach that level of attack speed.
Shyvana for example will never reach that without sacrificing her tankiness greatly. Not the most stable build.
MealReadytoEat1 votesYea, but she'd still benefit from multiplicative AS - She'd be just as powerful. The AS only needs larger cap for the likes of Yi to maintain its power.
