If they're going to leave it at 5 minutes, give him something back:

Reduce arm time back to what it was (or even slightly shorter)
Increase vision radius of shrooms to compensate for the shorter duration
Give him back some of the damage he used to have (current shrooms max out at 200 less base damage with a lower AP ratio than he at one time had)

last I checked, surrender@20 was listing the arm time revert as being on PBE (tooltip not updated)

I don't keep up with future patch stuff much. But good to hear about that. Teemo has basically received nothing but nerfs over his entire time in league, so it'll be refreshing if they actually give him back some power that he's lost.

Before that, you have to go all the way back to V1.0.0.146 for a bugfix that acted as a functional buff to his E or V1.0.0.138 for a substantial actually-changing-intended-mechanics-in-a-way-that-benefits-Teemo buff
