What exactly is Riot August saying about Rengar?

2/1 PBE Update: More Tentative Balance Changes

Is he pretty much saying that Rengar won't be coming in patch 8.3? I'm confused. I recently saw a board where someone was talking about how Rengar's live Q was back on PBE.

Rengar is still being worked so they reverted them before the current PBE patch got locked for shipping on Wednesday. He'll be worked on during the next PBE patch and should be out in 8.4.
