It is not individual champions that need to be nerfed, like tank 
which you did not intend. Its the ITEMS they use. The items are the things that need to be toned down, a lot of AD items actually need this but why is Riot so adamant about nerfing champions instead of the items.

venomous frost1 votesA champion whose kit relies purely on having crit chance, having more success with tank builds is a problem of the champion itself, not the items.
Choten1 votesThat's a terrible idea. Jax and Akali were both OP so Riot nerfed Gunblade. This killed almost EVERY hybrid build. Hybrid Ezreal, Hybrid Evelynn, Hybrid Shaco, etc Jax and Akali still build Gunblade sometimes too and do well with it still. The problem is Yasuo. They can nerf his shield or his crit damage and you can still have your tank assassin.
