Why is Riot nerfing Lucian ult on PBE again after just buffing it?

I just notice today on surrender@20, riot is nerfing Lucian ult. After the ADC reworks, Lucian ult was buffed to no longer scale with attack speed and to start at 20/25/30 shots at 40/50/60 damage per bullet.

I felt it was a good direction to go in to make him standout from the ADC pack because everything that make Lucian unique, was taken away bit by bit. Example in the mobility department, kalista/vayne, in burst, we have graves adn corki. Lucian had no where left to go in terms of uniqueness.

On the PBE now, they nerfed the ult to 25/45/65 from 40/50/60 damage per bullet and lowered the AD scaling to the ground from 0.25 bonus AD to 0.15 bonus ad per bullets.

Here what I think. Lucian ult has gone through several changes but the ADC rework ult ( patch 5.22) was the right direction to go in. Here is why.

Lucian ult once had a 30%ap scaling per bulltet believe it or not. That was nerfed to 10% ap per bullet as it could have done over 10k damage in 3 seconds.

What was left was an a low cooldown ult that did no real damage both ad and ap. So AD Lucian used it to farm as it did way less damage than auto attacks. Meanwhile riot was trying to figure out why Lucian was the best ADC and felt his ult farming habits had something to do with it. Then bam, the ult cooldown was nerfed from 50 seconds to 90.

At that point, Lucian players had an ult that did very little damage, and a huge cooldown that made farming seem wasteful.

So I was glad to see the ult got a buff in damage considering the cooldown length. This means players won't use it to farm because it now does damage and they would use it wisely because of the huge cooldown.

So why is riot bringing the ult back to a useless state? Isn't Lucian an AD caster? Shouldn't his abilities do actual damage?

Remember, Lucian has no CC. Champs with no CC are suppose to do damage.
