ADCs were dominating games in competitive play, bruisers finally got to scale into late game as a whole because of atma's, Riot didn't like it, nerfed it by 25% (roughly 15 AD), and nobody ever bought it in competitive play again

I think if they buffed the passive Cleave damage on Titanic to be a higher health percentage, it would remain a good pick.

It make it more favorable on Juggernauts and Bruisers, who likely have health from other sources, while making it undesirable on characters who don't build tanky.
