Change Juggernauts into Anything Else

People should be either high damage and squishy or low damage and beefy. Not both, fellas. The only reason Riot keeps making new high-damage-very-beefy (HDVB) champs is to counter other HDVB champs. But with each new HDVB champ that gets released, you got another Ashe main saying, "Well, shit."

Then the "anything" you would be changing Juggernauts into is "useless". If you make it so that these kitable, melee champions aren't beefy, then they would just be kited out and die, or more simply, cc'ed, focused, and die without doing anything useful. If you make it so that they don't have damage, then they are just worse tanks, who don't have the CC and lockdown potential that tanks do that makes that tradeoff worth while. Garen would be of no use outside of waiting around the team for them to get someone down low enough for him to ult and kill secure it. And Garen already has enough trouble as it is.

Just make Garen do less damage when he's a full tank

I always build high-damage on every champ because it actually takes some level of skill to pull off, like full crit garen or full AP warwick

Are they as effective against full tank variants of the same champ? Goodness, no! Not always. But that's the problem; full tank builds shouldn't out-class everything.

You seem to be entirely ignoring the fact that utility, mobility and range are rather important qualities that champions are balanced around.

Damage and durability aren't the only (or even the most) important factors.

Ohhh, they are when both factors are too damn high on some champs.
