Not likely. The problem with that is, any champion that has a Global would be completely Balanced around that Global pressure, and be completely lack luster otherwise. You can probably thank the LCS who abused Rek'sai so much in the Jungle that Rito felt obligated to nerf her and breath more competition into the Jungle.

But Champions balance around their Global power will never be YoloQ meta. Since YoloQ lacks teamwork and doesn't make the best use of Global ults.

you're trying to be funny, but TF and Soraka are extremely powerful picks. having a TF puts massive pressure on the enemy team not to overextend, his ult can compensate for fighting in poorly warded areas, soraka makes your adc unkillable in lane and then constantly heals and saves people in the later game teamfights plus she has an aoe silence.
