Why does the winrate of a champion determine his ability? I mean, why would a feeding Corki make Fizz any less broken? It should be the total KDA of that champion that gets looked at.

With a big enough pool of data, winrate should give you a general idea of how strong a champion is in the current meta. For every feeding corki, there's also a botlane that carries while fizz gets destroyed.
