Why aren't more supports building Banner of Command?

I ask this every once in awhile. But it strikes me as a really logical step to build Banner of Command as a third item after boots and SS. Armor & MR, health regen, speed boosts in lane and most important of all it's allowing split pushing, tower grabs, and gold generation which, to me, is the most appealing part. Supports, all too often gold starved, could use the extra revenue.

Because the CD is way too high for how weak an effect it is. Drop it to 60~90 seconds and then maybe people will use it. Also, Iron Locket does the same thing of MR+Armor, but comes with a literally game changing active.

Ingenious Hunter + item 2045 = 60 second cooldown.

Along with Redemption and any other items you buy.

I'd rather buy Redemption/Locket instead of Banner. Ruby Sightstone is just a lump of slot inefficient HP on a position that is already squeezed for inventory with a gold gen item and pink wards already eating up two slots.

I usually buy it. Especially if toplane lost lane. But currently, it kinda sucks. Either you are snowballing and you are better off buying shields and heals for your adc. Or they are snowballing and the bannered minion doesn't do enough to stall and create pressure.

The active is only worth it is the enemy happens to not have an AD champ anywhere in the area to kill it. If they have too much AP or their AD simply does not go anywhere near the lane you send it, then it actually can do a slow push, otherwise it dies easily and you spend a lot of gold on a useless active. I like the item but it seriously hinges on whether or not it can push uncontested or vs. an AP champ.

It's fun but has too long of a cd to be effective against anything but all ap.

yeah it works but i never grab ruby, too inefficient.

Always grab a item 2045 when playing a full tank support. 90% of the time I'll grab item 3401, item 3190,and item 3512 The extra cdr is amazing for em.

much prefer eye of the equinox and locket, knights vow replaces face of the mountain.

Well Knights Vow doesn't have an active effect other than marking a new champion for its passive, which you can do every second.

Tanky supports generally want stuff like locket or knights vow or even righteous glory to more directly influence teamfights, and besides that gold isn't exactly free. If a promoted minion is off pushing a sidelane, it's a carry who isn't otherwise pushing it, so if people are actually paying attention to minion waves and managing stuff properly it can be a roundabout way of a support 'stealing' cs.

Of course it does come with some added side lane pressure while the squad could be seiging mid or something, so it's not necessarily always a bad thing. I suspect zz'rot is a more attractive choice most of the time, where the portal can be put in a relatively safe place to do its thing, compared to banner just being a single unit who can be murdered as soon as it reaches the minion wave.

Against magic damage heavy teams it's not awful, but otherwise it tends to feel kinda lackluster.

That said though, theres a ton more active item cooldown in the game now with new runes, so I could see a world where banner/zz'rot become more prominent for the seige minded.

I took Ingenious hunter +item 2045 +item 3060.

Buffed minion every 60 seconds. That on Bard means that you can buff a minion, follow it to lane , clear out enemy minions, follow for a bit, buff another one, then head over to the team while double minions push.

Castor + Cannon gives the best slow pushing power/seige, Melee + Cannon gives fast pushing power and decent tower taking abilites.

I just wish that the minions counted for you taking the tower(like how a minion finishing off an enemy counts as your kill).

Mostly because there are other SUpport items that help the team more directly, also, every team right now has 3-4 AD Champions atm and these Champions make short work of the enhanced minion.

It's a mixed bag, it can work, but ther eare other items that feel more impactful at a simple glance.

because half hte player base is in silver where people have no earthly idea how to work around pushing lanes or even how to get them pushing for that matter

item 3190 gives you pretty much the same stuff but like someone above me said, the active is more impactful to the game with how the meta is right now

Banner of Command is trash when compared to the other item hat has a better build path - Zeke's Convergence. Supports value Mana, Armor, and CDR far, far more than they value the Point Runner passive and passive HP/Sec. Having a larger mana pool means you have less down time in lane, and for tankier supports, like Taric, Braum, or Blitz, who would theoretically want to build armor items, Zeke's is an immediately better pick. Plus, Glacial Shroud is a lot better to have than Raptor Cloak while you're building the item because of the stats it offers.

So quite frankly, it's not a good pick of an item. It seems that pretty much all of the Raptor Cloak items, excepting Zz'Rot, are sub par picks compared to their alternatives. The Point Runner passive just isn't that great.

I see a lot of folks saying "AD champs make short work of it" and I sort of feel like that shouldn't make too much of a difference. The scenario I love using it in is this:

Enemy (big) wave approaches a second tower just as our regular wave does (assume no super minions)

If our wave has a Siege minion I've promoted, it's easily cleaning up 3 to 4 waves, giving me gold and making an efficient push. At that point, why do I care if it's killed? It's already netted me an additional 200 gold, pushed the lane, and potentially gets to a tower if the team fights/aces come together correctly.
